First Consultation in December 2013

In December 2013, the HKSAR Government launched the first round of public consultation concerning the methods for selecting the Chief Executive in 2017 and for forming the Legislative Council in 2016. The consultation documents can be found here:

In July 2014, the HKSAR released the consultation report based on opinions gathered during the first consultation period.

In the same month, the Chief Executive of the HKSAR reported to the NPCSC on the same issues.

The Standing Committee of the National People's Congress issued the decision and explanations on 31 August, 2014

As a result of NPCSC’s decision, the Occupy Central Movement started in September 2014

The Occupy Central Movement came to an end in December 2014. The HKSAR Government launched a second round of consultation in January 2015.

In the same month, the HKSAR Government also released the ‘Report on the Recent Community and Political Situation in Hong Kong’.
