What factors (larger socio-economic phenomena, political decisions, governmental policies) have contributed to it?  

What actors have (tried to) influence it, and how? What is the current state of the issue?

Are policies appropriate to the issue? Why or why not? Discuss trade-offs, pros and cons (benefits and costs) of various policy options on this issue. 

Which policy elements are more important than others? Which are conditions / causes/ consequences of other elements? Are their relationships (relative importance, synergy, contradictions) appropriate to policy goals (i.e. likely to facilitate them)? If not, how should they be modified?
