This kind of literature is often called "grey literature" because it is produced outside of traditional scholarly publishing channels, and can at times be challenging to search & access. This material is typically not peer-reviewed (though it can be). It is usually considered scholarly and may be written by academics who have published on the same topic in the journal literature.
Many (particularly recent) government publication can be found by searching Google. Carleton University created a custom Google search which will help you limit your search to government sites within a particular jurisdiction:
