The Australian Research Council (ARC) is a government agency that "deliver[s] policy and programs that advance Australian research and innovation globally" (http://www.arc.gov.au/).
The Excellence in Research for Australia initiative (ERA) "assesses research quality within Australia's higher education institutions using a combination of indicators and expert review by committees comprising experienced, internationally-recognized experts" (http://www.arc.gov.au/excellence-research-australia).
Up until Spring 2011, in addition to profiling higher education institutions in Australia for their research output, staff, volume of activity, and other measures, ERA also ranked all scholarly journals in which Australian researchers were known to have published works by applying a letter grade (A*, A, B, C) to each journal. The letter grade rankings has since been removed from the ERA evaluation process.
